The Clinical Service Director is responsible and accountable for the delivery, quality and performance of services within their Division.
Each Division may have one or more Clinical Service Directors. Where this is the case, Clinical Service Directors will work collectively to fulfil their responsibilities.
The post holder is expected to ensure that all activity within the Division operates within robust clinical, operational and financial governance arrangements in line with best practice. Patient safety, quality of care and clinical outcomes are central to all aspects of service delivery and management.
Working in partnership with the Divisional Director of Operations and the Associate Director of Nursing / Head of Midwifery, the Clinical Service Director provides leadership, direction and vision to enable the Division to meet its objectives, ensuring both effective service provision and service development.
The post holder is professionally accountable to the Chief Medical Officer and operationally accountable to the Chief Operating Officer.
A. Leadership
Lead and manage the Division, supported by the Divisional Director of Operations, Associate Director of Nursing / Head of Midwifery, service group teams (finance, information, human resources, IM&T) and service management teams
Ensure the Division is aligned with the overall vision and strategy of the Trust
Develop and sustain effective working relationships with the Chief Operating Officer, Chief Medical Officer, Chief Nurse, other Chief Officers and executives, service group and line management teams to ensure divisional activity is effectively coordinated
Provide strong, visible leadership so staff understand the strategic direction of the Division and the Trust, and their role in delivering organisational objectives
Demonstrate effective leadership by promoting and modelling appropriate leadership behaviours
Represent the Division and its constituent specialties at corporate and external forums, including commissioners, system partners, networks, patients, clinical leaders and other agencies
Appoint and manage Deputy Clinical Directors and Clinical Service Leads
With the support of Clinical Service Leads, ensure medical staff compliance with mandatory training, annual appraisal and annual job planning
B. Performance Management and Quality Improvement
Support and challenge divisional staff in delivering agreed performance and quality measures
Triangulate quantitative and qualitative data to identify risks, issues and opportunities for service improvement and transformation
Support delivery of corporate performance objectives and ensure Specialty Teams deliver annual business plans
Ensure achievement of national standards and locally agreed Trust targets
Monitor performance against corporate and servicespecific indicators and provide reports as required
Embed a culture of continuous improvement and transformation across the Division
Identify information requirements to support performance monitoring and quality improvement
Ensure Trust patient access processes are fully adhered to within the Division
Work with the Director of Operations to produce performance reports as required
Ensure Clinical Service Leads benchmark, audit and demonstrate service quality and outcomes and implement improvement plans
C. Strategic Planning
Support Clinical Service Leads and management teams to develop service vision and strategic plans that deliver clinically and financially sustainable services aligned to Trust objectives
Ensure patient and public involvement (including seldom-heard groups) informs service development and improvement.
Identify opportunities for service growth and development arising from internal and external changes
Contribute to Trustwide policy development and support policy implementation
Develop robust financial plans with the Divisional Senior Management Team to underpin divisional strategy
D. Operational Service Delivery
Support development and delivery of the annual Business Plan to ensure financial, clinical, quality and operational objectives are met and sustained
Ensure systems and arrangements are in place to manage performance in line with Trust strategy
Work closely with divisional staff to anticipate and manage service demand and capacity
Initiate regular service reviews and ensure new developments are appropriately resourced
Support formulation and monitoring of Service Agreements and development of business cases and bids
Lead implementation of the Divisions responsibilities under the Civil Contingencies Act
E. People Management and Development
Lead, manage, motivate and develop divisional staff with Senior Divisional Management Team colleagues
Ensure staff management arrangements comply with Trust HR policies and procedures
Deliver a competent, capable and sustainable clinical workforce
Ensure clinicians appraisal, statutory and mandatory training and personal development planning are completed
With Clinical Service Leads, manage workforce issues including professional performance, conduct, job planning and appraisals
Ensure staff contributions and perspectives are heard and influence management decisionmaking
Resolve patient and staff concerns and complaints
Ensure satisfactory cover arrangements for all clinical services within the service line
F. Financial and Resource Management
Manage divisional finances in line with Trust and divisional budgets, including delivery of agreed cost improvement plans
Hold Specialty Teams to account for effective management of resources
Ensure Quality Impact Assessments are completed for all CIP schemes
Ensure compliance with Standing Financial Instructions and Trust procurement policies
Act as an authorised signatory where required
Ensure service activity aligns with commissioned service levels and secure NHS and nonNHS income where appropriate
G. Communication and Patient & Staff Involvement
Maintain effective communication across Divisional Teams and Corporate services
Attend senior Trust meetings and represent divisional interests in decisionmaking
Represent and negotiate on behalf of the Trust externally when required
Promote staff involvement and open dialogue, working with the Trust communications team
Participate in investigations of complaints, incidents, legal cases and accidents and ensure actions are addressed
Ensure integrated governance of clinical care, education, research and innovation
H. Information Management
Ensure collection and analysis of information relating to performance, contract activity and quality
Use information to inform decisionmaking and corrective actions
Ensure timely and accurate delivery of statutory information requirements, including Data Protection and Freedom of Information
I. Governance, Risk Management and Controls Assurance
Maintain the highest standards of corporate governance and probity
Support a robust governance framework across clinical, operational, financial, quality, education and research domains
Develop and maintain a supportive service culture that commands staff confidence
Lead and promote infection prevention and control standards
Ensure statutory and mandatory training compliance
Ensure clear accountability for all aspects of clinical care
Ensure robust audit programmes aligned with service strategy
J. Research and Development
Provide oversight of divisional research activity and governance
Ensure R&D activity aligns with divisional strategy
Encourage and support the procurement of external grant income
K. General Responsibilities
Lead corporate projects on behalf of the Division or Chief Officers
Represent the Trust at regional and national conferences and working groups
Act as an ambassador for the Trust
Embed equality, diversity and inclusion principles in daytoday management
Promote a zerotolerance approach to bullying and harassment
