Job Summary
National Data Exploitation Capability (NDEC) is a multidisciplinary department, consisting of data engineers and scientists, as well as Intelligence officers, analysts, data professionals and a significant business support function.
The teams which form NDEC include the Data Acquisition & Management Office (DAMO), the Systems Management Desk (SMD), Biometrics and Data Lab.
The mission of DAMO is to provide access to more, better quality data in a stable, well managed environment. This requires the navigation of acquisition, governance and review policies.
Tasks include negotiating the acquisition of bulk data sets, receiving data in preparation for exploitation and ensuring that our data holdings are governed securely in line with policy and data governance legislation.

As a DAMO Manager you will be an active member of a small team that identifies, acquires and manages datasets for the NCA by developing acquisition proposals, evaluating datasets to understand their usefulness, and managing relationships with data owners.

- For roles based in London, your contractual place of work will be Stratford. While the Stratford site is expected to become operational from November 2025 – March 2026, you will be required to carry out your contractual duties from Vauxhall or another reasonable location on a temporary basis during the interim period.

Set, monitor and track team performance, reporting against progress objectives and business milestones, feeding these into the Leadership and other mechanisms for monthly reporting.
Project Management - Manage large scale complex data acquisition, assurance and lifecycle projects that derive from NCA operational priorities and delivery against the NCA strategy and tilt. Experience in managing internal and external stakeholders is vital, including the operational strands; threat leadership and the enabling functions. Experience in project methodologies is vital.
Manage the governance of NCA-acquired and collected data - Manage the use of data within a regulated environment, specifically the use of data collected under the Crime and Courts Act, Police And Criminal Evidence Act and Investigatory Powers Act, with a focus on bulk personal data, communications data and seized media. Oversee the drafting of Data Protection Impact Assessments (DPIAs), Records of Processing Activity Forms (ROPAs), Bulk Personal Data Assessments (BPDs) and Feasibility Assessment. Work collaboratively with wider data management teams, and draft Data Sharing Agreements (DSAs) or Information Sharing Agreements (ISAs) with data owners and data controllers.
Stakeholder Management - Take responsibility for leading engagement with a multi-skilled workforce of operational users, technical specialists, and contracted staff. Understand key customer data requirements and prioritise and manage efforts to fulfil them.
