Purpose Of Job

The Education Access Officer will manage and deliver statutory duties on behalf of the local authority. They will deliver on operational policy ensuring effective consultative work with education settings, children and families as appropriate and communicate these with appropriate guidance.

They will support the delivery of the service area, including the following policies and processes:

  • School Admissions and appeals
  • Children Missing Education (including enforcement)
  • Elective Home Education
  • Part time timetables and flexi-school arrangements
  • Delivery on traded Service Level Agreements (as necessary)

Key Responsibilities

  • To ensure effective process are embedded in the service to identify and support the functions of Children Missing Education, Elective Home Education and School Admissions.
  • To administer the admissions process, including supporting the application of the Fair Access Protocol, through operation and maintenance of the admissions database, processing applications and offering places.
  • To, where necessary, discharge the Local Authority’s statutory responsibilities and functions with regards to Elective Home Education. This includes the implementation of School Attendance Notices and School Attendance Orders, ensuring that parents and carers are aware of their legal duties under Section 7 of the Education Act.
  • To offer support and guidance to families in relation to Education Access, including undertaking direct casework as necessary.
  • To ensure effective day-to-day management of service data to ensure effective process are implemented, in line with Council information governance.
  • To support Senior Access Officers in the identification of Children Missing Education, undertaking initial discussions with families and unannounced home visits as required, to establish how children may be being educated if not on a school roll.
  • To maintain accurate records of case information and decisions.
  • To assist Senior Access Officers in the processing of deregistration information where a family wish to remove their child from a school roll to Electively Home Educate.
  • To effectively and appropriately use legal measures under the Education Act 1996 and The Children Act 1989 in order to secure appropriate educational provision and regular attendance. In turn this will safeguard children and young people in accordance with CRS thresholds and Early Help intervention policies and procedures.
  • To deputise for the Senior Education Access Officer.
  • To undertake any other duties which reasonably fall within the purview of the post which may be allocated after consultation with the postholder.
