The
Civil Works Alliance (CWA) is seeking a Pre-Construction Interfaces Engineer to ensure successful management of consenting and licensing activities across the Enabling and Earthworks scope. You'll play a crucial role liaising with regulators and consent bodies, ensuring all proposed methodologies and designs are compliant, and supporting the integration of programmes across the project.
This role is central to ensuring compliance with the Development Consent Order (DCO), Marine Management Organisation (MMO) requirements, Environment Agency licensing, and other legal frameworks, while maintaining strong working relationships with client teams, stakeholders and regulators.
CWA, appointed by the Sizewell C client, brings together three leading contractors — Laing O'Rourke, Bouygues, and Balfour Beatty — to deliver the civils scope including Enabling Earthworks, Main Civil Works, and Marine and Tunnelling.
Key Responsibilities
- Support delivery of the CWA Consents Strategy and Licensing Procedures
- Liaise with consent bodies, Sizewell B and local stakeholders to ensure compliance and maintain strong working relationships
- Ensure methodology and designs comply with DCO, MMO, EA and other licensing requirements
- Co-ordinate the MMO Licence application and DCO “Deed of Obligation” requirements for the portion works
- Produce and maintain documentation for the Sizewell C Consents team
- Assist with development of integrated programmes and Portion Execution Plans
- Support monthly, quarterly and annual reporting to the client and licensing bodies
- Provide monthly forecasts, liabilities and input to Risk and Opportunity registers for Consents and Licences
- Help ensure knowledge capture and lessons learned are embedded in preconstruction processes
What skills & experience are we looking for?
Essential
- Knowledge of construction techniques and consenting/licensing interfaces
- Understanding of DCO, PINS and EA licensing requirements
- Previous experience working with consenting and licensing bodies on major infrastructure projects
- Strong understanding of marine construction and working in marine environments
- Financial and budget management awareness
Desirable
- Experience in a nuclear or similarly regulated environment
- Experience engaging with local stakeholders and communities
