The role:

You’ll work in a matrix organisation and report operationally through OMNIA Training and functionally through the Senior Programme Engineering Manager (PEM). Ultimately, you’ll work for the British Army, championing innovation, and helping shape the future of military collective training.

Key Responsibilities:

  • Provide governance and progress reporting of the Engineering deliverables for the programme, which includes reporting at various levels.
  • Generation, maintenance and review of the engineering development plans and then execution against Raytheon’s standards and aligned to the overall Programme’s needs.
  • Creation and governance of accurate Basis of Estimates (BOE) for new work alongside the update of BOE’s for existing work to support planning and the Raytheon UK Estimate At Complete (EAC) process.
  • Work package management including planning, tracking and reporting of key performance indicators for the work to be performed, working collaboratively with the Senior PEM, Head of Training Support, Chief Engineer and wider Programme Team.
  • Maintain and promote regular updates across the engineering team for task tracking and reporting using the approved tools.
  • Report on agreed KPIs monthly.
  • Programme adherence to the Engineering resource plan, costs and schedule for the programme deliverables, utilising Earned Value techniques where applicable. Variance and root cause analysis reporting.
  • Management, and tasking for internal projects such as tooling delivery, improvement or migration activities
  • Support the wider team to identify issues or opportunities and strategize resolution plans to keep to the schedule and budget.
  • Risk management for all Engineering deliverables, including effective mitigations and monitoring to reduction of risk to closure.
  • Ensure all documentation and deliverables are managed via a Configuration Management / Data Management plan that meets the programme needs.
  • Co-ordinating resources and collating responses, following the Company’s corporate governance policies, processes and procedures, including Gate Reviews.
  • Managing and maintaining a complete and accurate master skills list for all Engineers.
  • Be ‘Responsible for championing and fostering a culture of Environmental, Health, and Safety (EHS) compliance and continuous improvement’.
  • Support the team at formal and artefact reviews as necessary.
  • Any other duties required to meet the needs of the programme.

    The OMNIA Training Junior PEM is central to the Engineering team. Working in tandem with the Senior PEM, the role manages the efforts of a team of engineers with a variety of skills and backgrounds to achieve the required outputs of a complex and challenging programme.

    The Junior PEM supports the Programme Leadership Team, and will routinely interact with the other functions, though principally the Programme Management Office, Finance, Sub-Contract Management and Commercial.

    This role requires a systems-thinking mindset, strong stakeholder engagement skills, and the ability work in a multidisciplinary engineering team in a complex and evolving environment.

    Essential Skills and Experience:

    • The ability to plan, report, organise and drive forward the efforts of a multi-faceted engineering team to deliver complex programme outcomes according to time, quality and cost limitations.
    • Broad technology experience, with demonstrable experience of enterprise capability development (people, process and technology).
    • Strong understanding of systems engineering principles and processes.
    • A solid grasp of programme and project management principles and tools.
  • An understanding of risk management.
  • Working with large teams, including their tasking and budgeting.
  • Production of estimates of costs against known or future scopes of work.
  • Ability to manage engineering budgets, and to regularly reforecast expected costs to end of project.
  • Be able to travel to programme and customer meetings across the UK as required.

  • Desirable Skills and Experience:

    • Experience of working on UK Government projects, preferably within a defence/security environment.
    • Experience of training projects constructed in line with Defence Systems Approach to Training (JSP 822).
    • Experience of Earned Value Management techniques.

    Knowledge of defence or public sector engineering standards and regulatory frameworks.

    • Experience in training transformation or learning platforms.
    • SAFe and ITIL4 certified.
    • Security cleared or ability to obtain (SC or above).
