Do you have communication, organisational and the expertise to deliver a new initiative aimed at reducing disruption across Merton?

Within Merton Council’s Network Coordination Team, it is our responsibility to keep people moving safely across the network and, in June 2026, Merton Council will be introducing a new lane rental scheme which is a national initiative that sits alongside Merton Council’s existing permit scheme. To operate and manage the incoming scheme, Merton Council is seeking 2 x Lane Rental Officers.

As a Lane Rental Officer, your key responsibilities will include managing, monitoring, and enforcing daily charges on utility companies and contractors occupying busy roads during peak times to reduce traffic congestion and encourage efficient, less disruptive work practices. You will also be responsible for reviewing permit applications, ensuring compliance with regulations, and identifying opportunities for collaborative work.

As part of the Network Coordination Team, you will be involved in managing partners and stakeholders in relation to lane rental bids, monitoring the delivery of successful lane rental projects and assisting with the evaluation and operation of the lane rental scheme.

Key Duties And Responsibilities

  • Charging & Enforcement: Imposing daily charges on work promoters for occupying designated, traffic-sensitive streets during peak hours.
  • Monitoring Roadworks: Monitoring compliance on-site to ensure works are completed efficiently and according to approved schedules, minimising network disruption.
  • Permit & Application Review: Reviewing permit applications for roadworks to verify adherence to lane rental, traffic-sensitive times, and safety standards.
  • Data & Record Management: Recording accurate data when works begin and end, allowing for calculation of appropriate charges or identification of remedial work.
  • Collaboration Promotion: Encouraging utility companies and contractors to work collaboratively to reduce the total time road space is occupied.
  • Reporting & Governance: Assisting in the management of revenue generated, ensuring that funds are used to improve road networks.
