The Role

Wates Construction is looking for a driven and innovative Preconstruction Project Manager to join our team.

An opportunity to play a key role in shaping winning bids and delivering high‑quality tender submissions that set the foundations for successful project delivery.

What You'll Be Doing

As a Preconstruction Project Manager, you will provide expert operational leadership throughout the tender phase, ensuring each bid is fully coordinated, technically robust and aligned with programme, design, procurement and MEP requirements.

You'll lead the development of construction methodologies, sequencing and logistics strategies during both first‑ and second‑stage tenders, producing clear, compelling and fully compliant submissions that can be seamlessly transitioned to our delivery teams.

Key Responsibilities Include

  • Developing construction methodologies, logistics plans, 3D visualisations, phasing strategies and vehicle movement analysis to support a fully compliant tender offer.
  • Conducting detailed reviews of PQQ/ITT documentation and contributing to overall bid strategy.
  • Building trusted relationships with supply chain partners to identify risks, opportunities and practical solutions.
  • Leading engagement with third parties (e.g. statutory bodies, asset protection, licensing) to ensure all requirements are captured.
  • Creating CPHSP and Work at Height documentation aligned with legislation and Wates protocols.
  • Identifying risks and opportunities related to construction sequence and logistics.
  • Scoping and coordinating key prelim packages including cranage, hoists, logistics, temporary services and scaffolding.
  • Preparing Construction Environmental Plans and supporting discharge of planning conditions during PCSA periods.
  • Exploring and presenting carbon‑reduction options, green plant strategies and circular economy opportunities.
  • Providing a watching brief during PCSA phases where required.

  • You'll regularly present progress, risks and options to the preconstruction team, ensuring the latest innovations and industry developments are embedded into our approach.

    What We're Looking For In You

    We're seeking someone passionate about technical excellence, innovative thinking and collaborative working.

    You will bring a strong understanding of construction sequencing, planning and logistics, alongside the confidence to engage effectively with project teams, specialists and supply chain partners.

    Knowledge & Experience

    • Strong knowledge of construction technology, techniques and regulatory requirements.
    • Good understanding of health & safety legislation and company procedures.
    • Familiarity with contract documentation.
    • Understanding of Local Authority construction codes, London guidelines and asset approval processes.

    Qualifications

    • CSCS card (required)

    Skills

    • Proficiency in Asta Powerproject would be a must and working knowledge of Synchro 4D modelling, Bluebeam, SketchUp or BIM tools an advantage
