Description: Full Time / 37 Hours Per Week / Permanent We're looking for an exceptional DDaT PMO Lead to play a pivotal leadership role within our Digital, Data and Technology Service (DDaT), supporting the transformation on how digital, data and technology programmes are delivered across the Council. You'll lead the DDaT PMO, managing a team that includes Senior Delivery Managers, while working closely with Product Managers, developers, data specialists and operational colleagues to drive delivery across the Council's digital transformation portfolio. Together, you'll ensure our programmes are structured, transparent and delivering real value. This is a high-impact, fast-paced role at the heart of the Council's transformation. You'll shape how we plan, govern and deliver a growing portfolio of digital, data and technology initiatives that support services used by thousands of residents and businesses every day. Working within the DDaT function, you'll help build a strong culture of delivery excellence — embedding best practice, strengthening governance and enabling teams to successfully deliver complex programmes. You'll bring strong experience in portfolio, programme and project governance, alongside the ability to influence senior stakeholders and enable teams to deliver at pace. Ideally, you'll demonstrate: Leadership of PMO or portfolio management functions, with experience managing delivery professionals such as Delivery Managers or Project Managers. Strong knowledge of portfolio, programme and project management frameworks (for example PRINCE2
, MSP, Agile delivery approaches or equivalent). Experience supporting large-scale digital, technology or organisational transformation programmes. The ability to establish and maintain robust governance, reporting and assurance processes across complex delivery portfolios. Strong stakeholder management and influencing skills, including working with senior leaders, programme boards and cross-service teams. Experience providing portfolio insight and performance reporting, enabling evidence-based decision making. The ability to balance strategic oversight with practical delivery support, helping teams resolve issues and maintain progress. A commitment to continuous improvement, embedding best practice and strengthening delivery capability across teams.
