Overview of Role:

As a Programme/Project Controls Manager, you will play a pivotal role in providing project controls leadership across key infrastructure projects. You will support the establishment and operation of best-practice controls, ensuring accurate forecasting, transparent reporting, and effective governance throughout the project lifecycle.

You will work closely with senior client stakeholders, delivery teams, commercial leads, and supply chain partners to provide insight, challenge, and drive performance improvement.


Responsibilities:

  • Lead and manage project controls activities across one or multiple infrastructure workstreams.
  • Develop, maintain and assure integrated project schedules, including baseline management, critical path analysis, and progress measurement.
  • Provide accurate cost reporting, forecasting, and performance analysis to support decision-making.
  • Own and maintain risk and opportunity processes, facilitating workshops and ensuring mitigation plans are embedded into delivery plans.
  • Deliver high-quality project controls reporting packs (weekly/monthly), including KPIs, dashboards, and executive-level narrative.
  • Support robust change control, capturing schedule/cost impacts and ensuring governance and approvals are maintained.
  • Provide assurance of programme health, highlighting key risks, issues, and recovery actions early.
  • Engage confidently with client and stakeholder teams, presenting insights clearly and influencing outcomes.
  • Mentor and support junior project controls resources where required and contribute to continuous improvement across D2 Global’s controls capability.


Requirements:

  • Proven experience in a Project Controls Manager / Senior Project Controls role within major infrastructure (rail, transport, utilities, energy, civils, or large capital programmes).
  • Strong knowledge of project controls disciplines: planning, cost, risk, reporting, governance, and performance management.
  • High proficiency in Primavera P6 and/or Microsoft Project, with strong Excel capability.
  • Experience producing client-facing reporting and presenting performance insights to senior stakeholders.
  • Strong understanding of programme controls, baseline management, forecasting, and change control.
  • A collaborative, proactive approach with the confidence to challenge and influence.


Desirable:

  • Experience working in a consultancy / PMO / client-side environment.
  • Knowledge of NEC (and/or FIDIC) contracts and how change impacts time and cost.
  • Familiarity with Power BI, dashboards, and data-led reporting.
  • Professional qualification or working towards (APM / PMI / RICS or equivalent).
