Hampshire and the Solent (HatS) is part of the government’s Devolution Priority Programme, delivering devolution to the region by May 2026. Our programme will coordinate the election of a mayor and set up the new Mayoral Combined County Authority (MCCA), bringing new powers and funding to our region.
To facilitate the programme’s delivery we are seeking 2 x 0.6 fte programme managers and several project managers for the next 18 months.
Given the pressing timescales and the scale of work to deliver the programme we’re looking for experienced project and programme professionals who can hit the ground running, supporting PMO set up and bringing energy and drive to the projects we need to deliver.
About You
You’ll be an experienced and qualified project management professional, with experience in or a good working knowledge of local government. You will work across multiple projects supporting project leads in their professional specialisms. You will also support the programme directors working across both programmes in the portfolio.
You’ll be a capable self-starter, able to work on your own initiative, whilst also being a strong team player able to actively participate in the PMO’s development. Strong interpersonal skills mean you’ll be comfortable engaging with a diverse range of stakeholders including senior managers, other public sector partners and wider stakeholders. Using your organisational skills you’ll be comfortable being deployed across multiple projects and operating across the portfolio.
Supporting projects with their reporting and management of their delivery plans will be carried out through MS Project for the web. With strong digital skills you ideally you’ll be familiar with this, or similar online project management tools, although training can be given.
If you work in a council within Hampshire and the Isle of Wight, secondment opportunities may be available, including part time (0.6fte) for the programme manager roles.
This is a unique opportunity to be part of a programme creating and shaping the MCCA, a new aspect of local government across the region.
Additional Requirements
You will need to be available to be on site with the project team at least 2 days a week. There may be other onsite requirements according to the demands of the project.
