Project Manager

£46,889 per annum - Grade 8

Leeds / Hybrid

Full time / Permanent - 37 hours per week

We currently have a vacancy for a Project Manager to join our Data Programme team as part of the wider Bus Reform Programme.


As Project Manager focusing on IT and Bus Reform, you will collaborate with a network of internal and external stakeholders. This includes business analysts, technical partner specialists, Subject Matter Experts (SMEs), Workstream Leads across all delivery areas, and other Project Managers. You will play a central role in coordinating these groups to ensure alignment, drive progress, and support the successful delivery of project outcomes.


This is a broad and varied opportunity for an experienced Project Manager to play a central role across multiple high‑profile workstreams, each focused on delivering the digital products and systems essential to the successful implementation of bus franchising.


The Bus Reform programme is a flagship priority for the Mayor of West Yorkshire, bringing with it high visibility, strong political backing and a unique platform to influence a landmark regional initiative. This is not only a major project to deliver - it’s a rare chance to help shape the future of public transport for an entire region. This once in a generation, multi million pound programme will reshape how bus services operate across the whole of West Yorkshire, creating a more integrated, reliable and passenger‑focused network. As the project progresses, it is expected to attract significant regional investment, giving our new ICT Project Manager the chance to contribute to one of the most ambitious transport reforms in the region whilst also benefiting from substantial opportunities for professional growth.

  • The Role


    Reporting into the Data Programme Lead, your key responsibilities will include:


    • Lead the planning and delivery of medium/high profile IT projects which form part of a wider business transformation programme for the organisation, including ERP implementation, Azure migration, data platform implementation, CRM development, ICT procurements, service management and digitising services.
  • Develop detailed ICT systems requirement specifications and Business cases to achieve key business outcomes and meet user needs.
  • Ensure that project management procedures are followed in accordance with the Assurance Framework and that reports are planned and prepared for the relevant governance and committee meetings in a timely manner.

    About You


    You will have the following key skills, attributes, education and experience:


    • Educated to a degree level or have equivalent practical experience of working in a similar role.
    • Experience of prioritising, planning, and organising workloads to manage expectations and deadlines.
    • Supporting the delivery of projects to time, scope and budget in a fast-paced business change environment.
    • Proven experience of confidently and professionally conveying information both written and oral in a clear, concise and persuasive style.
    • Fosters good working relations across the organisation, building effective stakeholder relationships.
