High Streets and Hospitality Project Manager | 10036 | Fixed Term Contract until 31 March 2027 | 37 hours per week | £43,822 to £48,227 per annum (Scale K) | County Hall, Norwich

We are looking for a confident, proactive Project Manager to lead the delivery of the High Streets and Hospitality Matters programme. This is an exciting opportunity to shape a major countywide initiative supporting the vitality, resilience and growth of Norfolk’s retail, hospitality and visitor‑facing sectors.

You will take ownership of the programme from set‑up through to delivery, creating the systems, processes and frameworks needed to ensure everything runs smoothly and to a high standard.

About The Role

In this role, you will:

  • Lead the end‑to‑end management of the High Streets & Hospitality Matters programme, ensuring robust processes and strong delivery from day one.
  • Oversee programme planning, team workload, and reporting—keeping everything on track and ensuring commitments are met.
  • Manage programme funding, develop business cases, and ensure spend aligns with audit and funding requirements.
  • Produce accurate, timely performance reports covering spend, impact and lessons learned.
  • Oversee grant‑supported and training‑led projects, maintaining quality and compliance throughout.
  • Build strong relationships with District and Town Councils, delivery partners and stakeholders to secure joined‑up, high‑quality support for businesses.
  • Provide clear leadership to the programme team, including the Retail & Hospitality Business Adviser and Project Support functions.

  • You’ll sit within the Growth Hub’s team, contributing to the wider ambition of supporting business growth across Norfolk.

    About You

    We’re looking for someone who:

    • Has experience leading complex programmes or projects, ideally within economic development, business support, regeneration or related fields.
    • Is highly organised and comfortable managing multiple workstreams, deadlines and stakeholders.
    • Communicates clearly, builds strong relationships and can confidently represent the programme.
    • Understands funding, reporting and compliance—or is keen to develop this experience.
    • Enjoys problem‑solving and creating robust, practical systems that help teams succeed.
