United Utilities is looking for a proactive, confident and highly organised Street Works Analyst to join the Street Works team, supporting the effective management of all street works activity across the region. This is a key role partnering with the Highways Agency, local authorities and contract partners to ensure compliance with legislation, reduce financial penalties and improve end‑to‑end performance.

This position would suit someone who has strong street works knowledge, excellent communication skills, experience working with legislation, and the confidence to make decisions, challenge stakeholders, and manage high‑volume workloads autonomously. Role Responsibilities

Street Works Compliance & Offence Management

You will support the business in resolving street works offences and financial charges including S74 overruns, Fixed Penalty Notices (FPNs), reinstatement defects and miscellaneous claims. This includes investigation, decision‑making on liability, negotiation with external authorities and ensuring correct internal processes are followed to reduce risk.

Stakeholder Engagement

You will build strong working relationships with internal teams, the Highways Agency, local authorities and contract partners. You will represent United Utilities in discussions, challenge decisions where appropriate and provide clear updates, analysis and guidance.

Legislation, Permit Management & ETON

You will use your knowledge of NRSWA, TMA and SROH to support and educate stakeholders on compliance, permit schemes, lane rental and upcoming legislative changes. Using the ETON system, you will manage jeopardy processes, review permits, raise permits where required and ensure all works meet statutory timescales.

Data, Reporting & Continuous Improvement

You will produce analysis and KPI reports for senior stakeholders, identify trends, forecast risk and highlight opportunities for process improvement. You will drive efficiency, support performance improvements and help enhance our end‑to‑end street works model.

Operational Ownership

You will take ownership of street works activities from start to finish, managing escalations, resolving issues promptly and ensuring that all works are completed compliantly and to required service levels.

Essential

Skills & Experience

  • Strong knowledge of NRSWA, TMA and street works legislation
  • Understanding of SROH
  • Experience handling street works compliance, permits or offences
  • Strong communication skills, able to influence internal and external stakeholders
  • Ability to manage your own workload, plan effectively and make decisions independently
  • Confident working autonomously and able to think on your feet
  • Excellent Excel skills and strong analytical ability
  • High attention to detail with a structured approach to administration and documentation
  • Ability to prioritise in a fast‑paced environment and adapt to change
  • Comfortable presenting information clearly to senior managers and external bodies
  • A collaborative team player with strong reasoning and numeracy skills
  • Full UK driving licence

Desirable

  • Experience using the ETON system
  • CRM or permit management system experience
