Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

Overview Of The Role

The Works Coordination Officer plays a key role in reducing disruption on the Transport for London Road Network (TLRN). You will assess and approve permit applications, coordinate planned works, and ensure activities on the network are managed safely, efficiently, and in line with statutory frameworks including the Traffic Management Act (TMA) 2004 and New Roads and Street Works Act (NRSWA) 1991.

You will work closely with internal teams, utilities, contractors, and partner organisations to minimise impact on customers and road users, promote collaborative working, and ensure compliance with all permit and coordination requirements.

Key Accountabilities

  • Review permitting applications and conditions, issuing permits in line with statutory requirements.
  • Assess proposed works, events, and activities affecting the TLRN to identify potential conflicts and operational impacts.
  • Provide day‑to‑day liaison with works promoters (TfL departments, utilities, other highway authorities).
  • Negotiate changes to work timings to avoid conflict and reduce disruption.
  • Apply statutory controls to minimise disruption, including directions, duration challenges, and permit conditions.
  • Identify opportunities for coordination such as trench sharing, shared traffic management and joint works.
  • Liaise across Network Management and with partner groups including London Buses, Control Centre Operations, police, and other authorities.
  • Monitor works promoters’ performance and manage non‑compliance.
  • Ensure timely assessment and response to all permit applications.
  • Support communication to partners to minimise inconvenience to road users.

Essential

Skills, Knowledge & Experience

  • Strong understanding of TMA, NRSWA and associated Codes of Practice.
  • Knowledge of the road network and statutory requirements for works coordination.
  • Strong communication, negotiation and stakeholder‑management skills.
  • Numerate and computer‑literate, with good MS Office skills.
  • Ability to work to tight deadlines and targets.
  • Experience in street works coordination, highway engineering or road network operations.
  • Experience using EToN/highway management systems.

  • Desirable

    • BTEC ONC or higher in a civil engineering discipline.
    • NRSWA Noticing (City & Guilds) accreditation.
    • Understanding of traffic signals operation and traffic management principles
