Mechanical Project Manager

The Mid Cheshire Hospitals NHS Foundation Trust Healthier Futures team are undertaking a once in a generation project to build a new hospital at Leighton in Crewe to replace the existing RAAC Hospital under the NHS New Hospital Programme (NHP).

To support this exciting project, Healthier Futures requires a Mechanical Project Manager to work within their Technical Team and with the wider PMO. As the Mechanical Project Manager, you will support the design and construction of the mechanical building services systems within the building, ensuring they are compliant, resilient, and effective, delivering a sustainable, net zero hospital.

Job description

1. Provide and receive complex information, communicate Trust policy and technical information to senior managers, undertake high level negotiations with contractors, consultant parties, local authority officers and other external bodies.

2. Implement and support the delivery the Trusts new hospital build, in line with relevant Procedures & the Trusts overall strategies and standards.

3. To be responsible for ensuring that all user briefings are carried out in a fashion that ensures the design solution fully reflects all clinical, functional and operational requirements of the users. Ensure all stakeholders are engaged in the process.

4. To assist with ensuring that external design consultants are accurately briefed, and their performance is managed and monitored.

5. Lead project teams including external professional design consultants and contractors.

6. Contribute to the overall management of the HF Programme construction team through participation in business planning, management team meetings and specific projects.

7. Assist and support the HF Programme construction team in the achievement of the divisional and corporate objectives.

8. Provide authoritative and sound professional advice to both the division and the Trust regarding design and construction related topics.

9. To provide expert advice to senior managers and other senior colleagues.

10. To analyse and judge complex facts, requiring analysis, interpretation, comparison of ranges of options.

11. To make judgements across wide range of design and construction related issues taking into account technical solutions/aspects, legislation, H&S, conflicting demands.

12. Responsible for ensuring that defined workstreams or packages are completed in accordance with relevant procedures, agreed programmes and budget.

13. Assist the construction team to ensure that the project is handed over to the maintenance team in a timely manner.

14. Assist the construction team to ensure Health & Safety files are received from the contractor and checked for accuracy and completeness.

15. Undertake feasibilities and issue formal reports for defined workstreams or packages as required.

16. Prepare accurate pre-tender estimates and budget costs for defined workstreams or packages as required.

17. Implement Trust objectives.

18. Contact with patients is incidental.

19. Assist with ensuring that the HF Programme team provide a physical environment, which is safe, comfortable and equitably accessible to all patients, visitors and staff.

20. Responsible for input into the service development and implementation across the Trust.

21. If required, and following completion of appropriate training and ongoing refresher training act as relevant Authorised Person for job role. Liaise with Authorised Persons and Authorised Engineers where required during projects.

22. Participate in developing, monitoring and reviewing policies and standards relating to design and construction across the Trust.

23. To work with others to develop and maintain positive relationships with both internal and external service users, ensuring the delivery of high-quality responsive services.

24. To oversee and, where appropriate, project manage improvements and innovations in the quality-of-service delivery and patient care.

25. To communicate project updates to senior managers and Trust Boards.

26. To interrogate information provided by external professional consultants and advise the Trust accordingly.

27. To authorise payment of works invoices where appropriate.

28. To alert the HF Programme Team to developments within Divisions, identifying service and cost implications for the project.

29. In conjunction with the wider design and construction team, assist with implementing new practices/developments that influence the effective and efficient delivery of service.

30. To be responsible for day-to-day supervision, checking and evaluating work of consultants and contractors, ensuring they are correctly supervised (in terms of construction work) on site to ensure quality is maintained and timescales are met.

32. Regular requirement to use computer software to develop and create reports, documents and drawings.

33. To undertake/commission a range of service and ground investigation, surveys and audits in specialist areas to support the delivery of the HF Programme

34. To interpret legislative and other policy requirements on for the Trust and advise the team on appropriate matters impacting the project.

35. To ensure that commissions and orders are procured in the most effective manner and in accordance with statutory and Trust requirements and obligations.

36. Expected sitting, standing, walking, climbing ladders, some physical effort.

37. Light physical effort is required.

38. Frequent concentration, work pattern unpredictable.

39. Concentration for business plans, chairing meetings, PC work, and operational incidents, report writing, complex calculations and scheduling.

40. Undertake Clerk of Works duties and general supervision of works on-site to ensure compliance with drawings/specifications, compliance with Health and Safety legislation and to ensure a high quality of workmanship and value for money.

41. Occasional exposure to unpleasant conditions with site visits.

Person specification

Qualifications

Essential

• Project Management or Building Services related Degree or equivalent experience in project/programme management roles
• Evidence of continuous professional development

Desirable

• Master's qualification or post graduate study in a relevant subject
• Formal project management or change management qualification
• Other formal qualifications relating to leadership, programme or project management.
• Membership of an appropriate professional body (CIBSE, RICS, IStructE, IEE, IMechE, RIBA, etc)

Skills & knowledge

Essential

• Knowledge of mechanical design & installation.
• Experience of managing project budgets
• Thorough working knowledge of contract administration (NEC) & cost control

Desirable

• Experience in preparing business cases.

Previous Experience

Essential

• Previous knowledge and or experience of managing large complex construction projects and/or programmes
• Experience of using a CDE.
