The Role
As a Development Project Manager or Senior Project Manager, you will lead the front-end development of enhancements projects, working closely with clients, engineering teams, land and environmental specialists, and internal delivery teams.
You will play a critical role in shaping project scope, strategy, risk, access, consents and delivery approaches to ensure projects are buildable, efficient, and aligned with client expectations.
Key responsibilities include:
Managing initial desktop and site reviews of locations and client requirements.
Leading early client engagement and supporting optioneering discussions.
Identifying early project risks and coordinating surveys, design input, ecological and property support.
Producing initial CDM documentation for early project phases.
Working with Engineering Manager, CEM and Design Manager through project/portfolio development.
Developing delivery, access and construction strategies, including land requirements, permits and permissions.
Identifying opportunities for value engineering and efficiencies.
Attending early engagement, integration and strategy meetings with key stakeholders.
Supporting pre-construction and tendering inputs.
Developing implementation programmes and engaging strategic supply chain early, including long-lead items.
You will be central to ensuring projects are well‑defined, efficient, safe and strategically aligned before moving into full delivery.
What We’re Looking For
The ideal candidate will bring:
Experience working in rail or civil engineering project development, pre-construction, design management or early-stage enhancements.
Strong understanding of project scoping, planning, risk identification, access planning and early-stage strategy.
Experience leading stakeholder discussions, optioneering workshops, or early client technical meetings.
Excellent communication and relationship-building skills to engage clients and internal teams.
A proactive approach to identifying efficiencies and creating buildable delivery strategies.
Technical or professional qualifications (Degree / HNC / HND in engineering or similar) and/or progress toward CEM/CRE responsibilities would be advantageous.
