Grade 13 Fixed Term 24 months – Spinal Column Points (SCP):52–56 - £64,690 – £71,544. Secondments will be considered, but must have line managers approval.

Southampton City Council, working in close partnership with Hampshire Constabulary, are seeking an exceptional leader to deliver one of the city’s most ambitious and high-profile place-based programmes.
This is a rare opportunity to lead the delivery of Clear, Hold, Build in St Mary’s, locally branded as Building a Brighter Future. Which is an internationally recognised approach to tackling organised crime while also establishing a new neighbourhood locality model that brings services together to improve outcomes for residents, starting off in Thornhill.
This role is about making a visible, lasting difference to residents, businesses, and communities.
About The Role
St Mary’s, Southampton is a neighbourhood facing serious challenges including organised crime, drug supply, child criminal exploitation, and serious youth violence. In response, Southampton City Council and Hampshire Constabulary are working together to deploy the Clear, Hold, Build methodology combining targeted enforcement with long-term community-led solutions.
St Mary’s is also the most diverse community in the city, home to some of the most talented primary-aged pupils and strong community assets. It is an area of huge potential and has been placed at the heart of the city’s regeneration plans.
Alongside this, the postholder will lead the development of a neighbourhood based locality approach in Thornhill, bringing together council services, partners and the voluntary and community sector into a co-located, integrated model that improves welfare, wellbeing and outcomes for the whole community.
What You Will Do
Employed by Southampton City Council, in partnership with Hampshire Constabulary, you will:
Lead the delivery of Building a Brighter Future in St Mary’s, ensuring police activity is complemented by coordinated council, partner and community action
Coordinate a wide range of services across the council, police, and voluntary and community sector to ensure cohesion, collaboration and impact
Establish and embed a neighbourhood locality model in Thornhill, improving the effectiveness and outcomes of service delivery
Provide highly visible leadership within communities, across partner organisations and within the council
Co produce solutions with local residents, ensuring community voice shapes delivery and long-term change
Create simple, effective solutions to complex problems, in adverse and high-pressure circumstances
Measure success, track impact and drive continuous improvement
Respond positively and confidently to professional and public scrutiny
Drive innovation, creativity, resilience and agility in tackling entrenched challenges

A degree-level professional or management qualification
An extensive track record of success in complex, multi-agency environments
Significant experience of working across organisational and system boundaries

Strong commitment to community engagement and co-production
High levels of resilience, creativity and adaptability

Salary: The salary band for this role is £65,222 - £73,834. The starting salary is £65,222 with annual progression through the salary bands.
