The Infrastructure & Capital programmes team is part of Deloitte’s Major Programmes practice (part of the wider Human Capital offering). Major Programmes typically involve the delivery of a major capital asset or infrastructure through large, complex programmes that require significant investments and span multiple years. Historically, most Programmes of this scale and impact fail to deliver value, on time and on budget.

The Infrastructure and Capital Programmes team within Deloitte’s Major Programmes Consulting practice works with organisations across asset-intensive sectors delivering large, complex capital programmes and managing the operations and maintenance of major infrastructure assets. We are currently recruiting for individuals with experience supporting clients across major programme lifecycle phases, including programme setup, operating model design and organisational capability development to enable effective delivery of complex Infrastructure & Capital Programmes.

Our work spans sectors including Transport (Rail, Road, Aviation), Energy Transition, Nuclear, Power and Utilities, Real Estate, Oil and Gas, Mining, Emerging/Alternate Fuels, Defence, Manufacturing, and Telecommunications. We leverage Deloitte's breadth of expertise, including strong ties with Deloitte Digital, Risk Advisory, Real Estate, and Corporate Finance, to deliver comprehensive solutions. As a global centre of excellence, we collaborate with other geographies and member firms on high-profile engagements. This role offers the opportunity to work across diverse sectors, deploying your experience to help clients deliver programmes, shape organisations and establish conditions for successful programme outcomes.

Your Role

Deloitte has been a strategic partner on some of the largest and most complex infrastructure & capital programmes globally to support clients in establishing, mobilising, and transforming their programme organisations. As a strategic growth area, the I&CP team requires a Manager with experience in programme lifecycle design and mobilisation to deliver transformation services across the following key areas:

• Programme Setup – Supporting clients to define and establish the foundations for successful programme delivery, including programme setup, mobilisation planning, and readiness assessments
• Operating Model Design – Designing and implementing target and interim operating models, organisational structures, governance frameworks, and decision-making processes to enable effective programme delivery
• Capability Development – Defining capability frameworks, assessing organisational performance maturity, and delivering capability improvements required to deliver complex capital programmes
• Transformation Delivery – Supporting the implementation of organisational, process and governance related changes required to embed sustainable improvements in programme performance

As a Consultant or Senior Consultant, you will:

• Assist with the design and development of major programmes, including programme strategy, setup, mobilisation, and delivery readiness across a range of sectors including Transport (Rail, Road, Aviation), Nuclear, Power and Utilities, Real Estate, Oil and Gas, Mining, Emerging/Alternative Fuels, Manufacturing, and Telecommunications.
• Support the design and implementation of Target Operating Models, including elements of organisation design, governance, processes, decision-making frameworks, and data and information flows.
• Contribute to enterprise and organisational design activities, helping clients define structures, roles, and responsibilities aligned to programme objectives.
• Deliver capability assessments and maturity diagnostics, identifying gaps and supporting the development of improvement roadmaps across major programme functions.
• Support mobilisation and readiness activities, including development of mobilisation plans, readiness criteria, and implementation tracking.
• Work with senior stakeholders, including programme leadership and executive teams, to support the delivery of transformation initiatives.
• Contribute to the delivery of transformation workstreams, including planning, managing interdependencies, and tracking progress, risks, and issues.
• Produce high-quality project deliverables aligned to engagement objectives and timelines.
• Demonstrate strong communication, presentation, and facilitation skills across client and Deloitte stakeholders.
• Support the growth of client relationships, identifying new opportunities within both existing and new clients, and supporting proposals to win work. This includes commercial awareness around infrastructure ownership and project delivery (e.g., supply chain challenges, risks and controls, incentivisation) and engagement management (including bidding, performance management, etc.).
• Demonstrate excellent presentation, facilitation, and communication skills across all levels of client and Deloitte stakeholders. This includes the ability to present to client/stakeholders at all levels in an organisation.
