Appendix English Language

Appendix English Language is the section of the UK Immigration Rules that sets out two things: which nationalities are classed as "majority English-speaking" and therefore exempt from language tests, and which Secure English Language Tests (SELTs) are approved as evidence for visa applicants who are not exempt.

What is Appendix English Language?

Appendix English Language is a named appendix within the UK Immigration Rules — the legal framework that governs who can come to and stay in the UK. The Appendix does two things:

  1. Lists exempt nationalities — nationals of "majority English-speaking countries" are automatically treated as meeting the English language requirement, without needing to take a test
  2. Lists approved tests — for all other nationalities, only specific Home Office-approved Secure English Language Tests (SELTs) are accepted as evidence

Every visa route that has an English language requirement — including Skilled Worker, Student, Family visas, and others — references Appendix English Language to define both who is exempt and what test evidence qualifies.

Majority English-speaking Countries

The following nationalities are currently listed in Appendix English Language as exempt from the English language test requirement:

  • Antigua and Barbuda

This list is set in the Immigration Rules and can be updated by the Home Office. Always verify against the current version of Appendix English Language before relying on an exemption.

What exemption means in practice: A US or Australian national applying for a Skilled Worker visa does not need to take an IELTS or any other approved test. Their nationality satisfies the English language requirement automatically.

English Level Requirements by Visa Route

Different visa routes require different CEFR levels:

CEFR stands for Common European Framework of Reference for Languages. B1 is "independent user" (intermediate); B2 is "upper intermediate" — roughly the level needed to work effectively in an English-speaking professional environment.

Approved Secure English Language Tests (SELTs)

For visa applicants who are not exempt, only Home Office-approved SELTs are accepted. General commercial English tests (standard IELTS Academic, TOEFL, Cambridge certificates) are not accepted — they must be UKVI-specific versions.

Each provider must be taken at an approved test centre in your country. Test centres outside approved lists are not accepted, even if the provider brand is the same.

Important: The UKVI version of IELTS is different from the standard IELTS. You must specifically book "IELTS for UKVI" — not the regular Academic or General Training version.

Alternative Ways to Meet the Requirement

Taking a SELT is not the only route for non-exempt nationalities. Appendix English Language also accepts:

English-taught degree: If you hold a degree that was taught and assessed in English, you can use it as evidence of English language proficiency — provided the institution and degree meet the Home Office's requirements. You'll need a letter from the awarding institution confirming the language of instruction.

UK degree: A degree awarded by a UK institution automatically satisfies the English language requirement for most visa routes.

Previous successful visa using English evidence: In some renewal scenarios, you may not need to retest if you already demonstrated English at the required level in your previous application. Check the specific rules for your visa route.

The B1 to B2 Change

From 8 January 2026, the English language requirement for new Skilled Worker applicants was raised from CEFR B1 to CEFR B2.

What this means in practice:

  • New Skilled Worker applicants from January 2026 onward must pass an approved SELT at B2 level (or demonstrate B2 via an English-taught degree)
  • B2 is roughly equivalent to IELTS 5.5–6.0 overall (the exact minimum depends on the individual test provider's mapping)
  • Workers sponsored before this date who are extending their visa may have transitional arrangements — check the current Immigration Rules

The change was part of broader measures to raise English language standards across immigration routes. The Student visa already required B2 for degree-level study; the Skilled Worker route has now aligned with it.

Common Mistakes to Avoid

  • Booking standard IELTS instead of IELTS for UKVI. The certificates look similar but only the UKVI version is accepted. Check the test booking confirmation carefully.
  • Assuming your degree qualifies without checking. Not all English-taught overseas degrees are accepted. The Home Office has specific requirements — check before relying on this route.
  • Not checking your nationality's exemption status. The exempt country list can change. A nationality that was exempt in a previous application may have different rules now (unlikely, but worth verifying).
  • Using an expired SELT certificate. Most SELT results are valid for 2 years. If your test is older than 2 years, you'll need to retake it.
  • Applying with a B1 test result after January 2026. Applications for Skilled Worker visas made from January 2026 that include only B1 evidence will be refused for the English language criterion.

Yes, in some cases. If you hold a degree that was taught and assessed in English, and the degree meets the level required for your visa route, this can satisfy the English language requirement. The degree must be from a recognised institution. This route is available for both UK degrees and degrees from overseas institutions where English was the medium of instruction — but you will need to provide evidence, such as a letter from the institution confirming the language of instruction.
