High Potential Individual (HPI) Visa

The High Potential Individual (HPI) visa is a UK work visa for recent graduates of the world's top universities outside the UK. No job offer is needed and no employer needs to sponsor you. You can work for any UK employer, in any role, for 2 years (or 3 years if you hold a PhD). What is the HPI Visa?

The High Potential Individual visa was introduced in May 2022. It targets graduates of elite universities outside the UK who have the potential to contribute significantly to the UK economy, even if they do not yet have a specific job lined up.

The route is explicitly unsponsored. No salary requirement, no skill level requirement, no restriction on sector or employer. The idea is simple: if you graduated from one of the world's best universities, the UK trusts you to find your own way in the job market.

Once in the UK on an HPI visa, holders often use the time to secure a job with a sponsor licence holder and then switch to a Skilled Worker visa to build longer-term UK immigration status.

To apply for the HPI visa, you must:

  • Have been awarded a bachelor's degree, master's degree, or PhD by a qualifying institution on the Global Universities List
  • Have been awarded the degree within the 5 years before the date of your application (the degree must have been formally conferred, not just completed)
  • Meet the English language requirement at B1 level or above (exemptions apply for nationals of majority English-speaking countries)
  • Meet the financial maintenance requirement (having at least £1,270 in your bank account for 28 consecutive days before applying)
  • Not fall under any general grounds for refusal

You do not need a job offer. You do not need a sponsor. The qualifying degree is the core criterion.

Which Universities Are on the List?

The Home Office publishes a document called the Global Universities List. It uses rankings from three major international university ranking systems:

  • QS World University Rankings
  • Times Higher Education (THE) World University Rankings
  • Academic Ranking of World Universities (Shanghai Ranking)

Universities that appear in the top 50 of at least two of these three rankings qualify for the HPI visa. The list is updated annually and currently includes institutions from the US, Canada, Australia, mainland Europe, Asia, and beyond.

UK universities are excluded. UK graduates already have access to the Graduate Route visa, a separate two-year post-study work visa for those who studied in the UK.

The HPI visa cannot be extended. At the end of the visa, you must either have switched to another route (such as a Skilled Worker visa) or leave the UK.

What the HPI Visa Allows

With an HPI visa, you can:

  • Work for any UK employer in any role at any salary level
  • Change employer freely without notifying the Home Office
  • Work multiple jobs simultaneously
  • Be self-employed or freelance
  • Study (though dedicated student routes may suit full-time programmes better)

There is no minimum salary and no skill level requirement. You could take a graduate role, an entry-level position, or a senior position — the visa places no constraints.

You cannot access public funds or claim most state benefits.

Using the HPI Visa as a Path to Skilled Worker

Many HPI visa holders treat it as a structured window to land a sponsored job in the UK. Because you can work freely for any employer, you have the full two years to job hunt, network, and secure a role with a licensed sponsor. Once you have a job offer from an A-rated sponsor, you can switch to a Skilled Worker visa from within the UK.

The time spent on an HPI visa does not count towards the 5-year qualifying period for Indefinite Leave to Remain on the Skilled Worker route. Your ILR clock starts when you switch to a qualifying route.

To maximise your time, aim to secure a sponsored role and switch well before your HPI visa expires.

Common Mistakes to Avoid

  • Applying with a degree from a UK university. UK graduates must use the Graduate Route, not the HPI visa. The Global Universities List explicitly excludes UK institutions.
  • Applying after the 5-year window. If your degree was awarded more than 5 years ago, you do not qualify. The count is from the award date, not the graduation ceremony.
  • Thinking HPI time counts towards permanent residency. It does not. The 5-year ILR clock only starts once you switch to a qualifying route like the Skilled Worker visa. Two years on HPI followed by three years on Skilled Worker still leaves you two years short.
  • Not checking if your university is still on the Global Universities List. The list is reviewed annually. A university that was on the list when you graduated may have dropped off by the time you apply.
  • Leaving switching too late. The HPI visa cannot be extended. If your application to switch is rejected and your HPI visa has expired, you may have to leave the UK.
