Anyone can use the standard rate, but the pay clears it only if the Home Office classes the job as SOC 2431. We think SOC 2440 is more likely, and the pay is too low for that code. If you are a new entrant or a PhD holder, you can use a lower rate, and the pay clears the new entrant rate for SOC 2440. On the jobs board, Standard and the new entrant rate both show roles like this as Possible at most.
This could also be SOC 2127 (Engineering project managers and project engineers). We read the code off the advert, so it is our best guess, not the employer's.
New graduate or PhD holder? Pick one of the lower rates.
What each route needs for this job
| Occupation code | New entrant 70% of going rate | STEM PhD 80% of going rate | Relevant PhD 90% of going rate | Standard rate 100% of going rate |
|---|---|---|---|---|
2440 Business and financial project management professionals Most likely code | £39,500 Clears | £45,200 Clears | £50,800 Clears | £56,500 Misses |
2431 Management consultants and business analysts Also possible | £35,100 Clears | £40,200 Clears | £45,200 Clears | £50,200 Clears |
2127 Engineering project managers and project engineers Also possible | £36,300 Clears | £41,500 Clears | £46,700 Clears | £51,900 Clears |
We use the lowest threshold across the plausible codes. Likelihood is Possible at most when the pay clears only a lower rate, or only under a less likely code. A mark is for the top of the advertised pay. How the Home Office picks the code
About the role

EVERYTHING YOU NEED TO KNOW

From a project management perspective, you’ll be responsible for planning, governance, delivery control, risk management and ensuring work is delivered in line with our Project Life Cycle and Delivery Framework. From a change management perspective, you’ll focus on engagement, adoption, communication and making sure the benefits of change are embedded and sustained across the business.
What You’ll Be Doing
- Leading end-to-end project delivery, with clear plans, milestones, governance and controls in place
- Applying change management approaches to build stakeholder understanding, commitment and confidence
- Communicating progress through governance forums, while translating delivery activity into clear messages for the people impacted by change
- Setting direction for project teams, defining priorities and keeping delivery on track against agreed outcomes

Alongside this, you’ll understand what it takes to make change land well. We’re looking for someone with experience of embedding sustained change, supporting people and teams through transition, building stakeholder commitment and making sure benefits are realised and sustained after delivery.
You’ll be proactive, organised and confident in both written and verbal communication, with the ability to manage multiple priorities and influence stakeholders at all levels. Qualifications such as Prince2, APM, MSP or formal Change Management training are highly desirable and will help you hit the ground running.
A full UK driving licence is essential for this role.
